Mr Mannivanan, graduate from Regional Engineering College, Trichy, a 2008 batch IAS officer, broke traditions by installing a CCTV camera in his chamber and linking it to his department’s official website, and his chamber has a see-through glass door.
Manivannan carried the tag of Demolition Man when he served as deputy commissioner, Dharwad, where removed a number of major encroachments and illegal constructions of influential people to construct a public road.
He took charge first as MUDA Commissioner and in - charge Commissioner of City Corporation on 24th August 2007 and then as Deputy Commissioner on 28th January 2008. He was also in charge of JNNURM projects. He was chief of MUDA and headed Karnataka Exhibition Authority. He had set up 12 control rooms and 130 mobile police stations with a 20,000-strong staff In the two months leading up to elections, he slapped case after case against violators of the code of conduct, seized Rs 1.25 crore in cash and generally ensured that malpractices were checked.
Presently managing director of Bangalore Electricity Supply Company (BESCOM), he has introduced a secret voting for staff before arriving at  decisions. Has has also created a platform in social media where public can interact with the BESCOM and post problems and complaints which are resolved immediately.
It is little surprise that he has got transferred 11 times in his 12- years service!
With a 25-year career ahead of him, Manivannan believes the learning curve never stops. That every educated person should teach others. That’s why every Thursday, he’s at office quite early, teaching a batch of 15 UPSC aspirants how to ace the exam.
